Lagos Assembly passes bill to combat spread

The Lagos State lawmakers on Thursday passed a bill strengthening Governor Babajide Sanwo-Olu’s resolve to check the tide of the dreaded Coronavirus writes, OZIEGBE OKOEKI


THE Lagos State House of Assembly on Thursday passed the Coronavirus pandemic bill 2020 into law.

The bill is titled, ‘A Bill for a Law to Combat and Stop the Spread of Corona Virus Pandemic in Lagos State and for Connected Purposes’.

The bill among other provisions gives Governor Babajide Sanwoolu the legislative concurrence to expend money required to effectively contain the virus and enforce compliance by Lagosians.

The bill had to pass through the entire processes of lawmaking in just one sitting on Thursday because of the urgency of the situation at hand.

The private member bill initiated by the Speaker Mudashiru Obasa was presented on the floor of the House by the Deputy Majority Leader, Hon. Noheem Adams and was repeatedly commended by lawmakers.

The House committee Chairman on health, Hon. Hakeem Sokunle laid the report after which it was subject to robust debate.

The bill number 8 of the house, scaled three readings in quick succession giving the urgent need, to ensure the bill is speedily dispensed with.

After thorough deliberation the bill was passed to aid the containment of the coronavirus pandemic and  gives the Governor authorisation to spend a kick off expenditure not more than N20bn and to make recourse back to the house before any regulations.

The bill also affords a fine of N100, 000 for defaulters, one month incarceration in the correctional centre or three month community service for offenders of measures by government to contain spread.

Where the offences is not spelt out, it attracts N200,000, it also allows leadership of the various arms of government to structure their own restrictions format.

The section 8 of the bill made provision for the Coronavirus trustfund, the bill also empowers the Governor to declare state of emergency up to three months.

The lawmakers took turns to make contributions all geared towards ensuring the Governor’s proactive measures and pronouncement are not at variance with the law.

Hon Adedamola Kasunmu, Ikeja II, noted that it is important to alleviate the impact of Coronavirus on the economy of Lagos.

According to the Speaker, the contingency plan afforded in the budget, can’t sort out the present situation, we are creating an opportunity and guide for the Governor from acting outside the law, government need be seen doing something, making effective pronouncements.
