The Queen read a speech Johnson wrote to her, and Brexit was mentioned

THE QUEEN Elizabeth outlined Prime Minister Boris Johnson's agenda for his government on Monday, including Brexit on October 31, a new deal with the European Union and a number of domestic policy initiatives to win votes ahead of the expected elections.

The Queen's speech is the highlight of a lavish ceremony in Westminster and has been used to detail all the laws the government wants to enact in the coming year.

The speech was written by the government for the 93-year-old Queen.

However, with uncertain Brexit ahead of a crucial week of negotiations and unpredictable election results that could take place in the near future, opposing parties say Johnson used the politically neutral Queen by asking her to set out his election agenda.

The speech and accompanying notes outline more than 20 laws, including a law requiring the implementation of the Brexit deal – if Johnson manages to reach an agreement with the EU this week.

“My government's priority has always been to ensure that the UK leaves the European Union on October 31st”

“My government's priority has always been to ensure the UK leaves the European Union on October 31st,” the Queen said in the gilded hall of the Upper House.

“My government intends to work towards a partnership with the European Union, based on free trade and friendly cooperation.”

The government's plan includes a framework for Johnson's proposal for a post-Brexit immigration system, criminal justice reform, changes in health care, and a promise for greater investment in public finances to drive growth.

“People are tired of the deadlock, the hustle and bustle of change,” Johnson points out in a written statement, “and they no longer want to wait for Brexit to be over.”

However, Johnson's political future and his ability to implement any of these agendas is largely uncertain.

He leads a minority government and, following his takeover in July, parliament has not endorsed any of his proposals.

All parties want early elections, but they do not agree on when they should be.

The speech is now the topic of a few days of parliamentary debate, which will end with a vote on its adoption.

Although this is not an official trust vote, it could be used to further destabilize Johnson's position.
